Dr. APJ Abdul Kalam Centre for Policy Research and Analysis is envisioned as a proactive embodiment of philosophy of late President Dr. APJ Abdul Kalam, of leveraging knowledge, technology and humanism for achieving sustainable development while also ensuring the goals of a just and equitable social order. The center is the outcome of a tripartite agreement between Indian Institute of Management, Shillong (IIMS), Ministry of Development of North Eastern Region (MDoNER) and North Eastern Council (NEC) Shillong signed on 15th October 2016. The centre works in undertaking and initiating cross-functional research and generate data with a motivation of assisting proper understanding of ground realities and provide critical recommendations to the policy makers of the region.

Objectives & Features
  • To serve as an expert facilitation point for the NE states in policy making, strategic planning and effective implementation of various developmental schemes for the sectors as mentioned in the scope.
  • To undertake Research and Analysis on developmental issues of various NE states as identified jointly or separately by the MDoNER, NEC and IIMS and the states individually or collectively.
  • To network with other institutions of excellence within the NE states in various subjects’ areas relevant to development of the NE and to establish institutional network of collaborative research, analysis and consultancy etc. so as to provide the best knowledge back up for strategic planning in the NE states.
  • To serve as a documentation, collation and dissemination point for the best practices in various fields of development from around the world for the benefit of the development of the NE states.
  • To serve as an innovation hub to engender innovations and improvements in all such areas, which can have a direct and positive impact on the lives of the people in the NE states.
